The English in that last sentence = 5/10.
You wouldn't normally find 'anyway' in a technical document, and it doesn't make any sense here.
Also there's no verb in the sentence.

Certainly, the sentence would not stand a chance in a Times editorial.
On the other hand, that kind of stuff does not have to live up to any serious standard. Those garbled messages coming from a 'techno-bubble' may be easily decoded. Just takes logic and patience, that's all. Oh, and let's not forget the inevitable excitement of playing the guess game.

It doesn't need to come up to Times standard or anything like it, it just needs to make some sort of sense so that people can understand it without having to guess/mind-read the author. If it don't make no sense, it's baddly-ritten Inglish.
