Subject: Closely Related Person gen.
You may assume that your parents, spouse, cohabitant, children and in-laws as well as legal entities which you or any of the aforementioned family members directly or indirectly control or have an interest that gives significant influence over the entity are closely related to you (a “Closely Related Person”). If special circumstances exist, other relatives such as siblings and cousins may also be considered a Closely Related Person.

As wow2 says, it's obviously an expression that the authors (immigration authorities?) have coined themselves, as 'closely-related persons' is normally the same as 'close relatives' -- which would normally include siblings. So you might want to reflect in your translation the fact that it's an expression with a special meaning within this organisation.

Since legal entities are mentioned as one type of Closely Related Person, I would assume this has to do with either taxation or securities, rather than immigration or family law.
