Unless it has a special meaning in air transport/customs terms, could 'recovery' here just mean 'debt recovery' -- ie, 'getting money owed to you by a person/organisation'? It's often used by businesses. It's also used by courts to mean 'getting money from people who have been fined, but haven't paid the fine'. Also railway companies talk of 'revenue recovery' = 'making sure that passengers who haven't bought a ticket, pay for one'. If so, a 'recovery charge' could possibly be a charge made for doing this??? It's one possibility.
