Доброго времени суток, коллеги-переводчики! Сейчас перевожу текст, новость 2003 года о протестах антиглобалистов в Ирландии в связи с расширением ЕС, в которой меня ввела в ступор одна фраза из второго предложения. Вот начало данной новости:

Никак не могу уловить смысл фразы "from within and to the Republic". Я буду очень благодарен, если кто-нибудь сможет поделиться своими вариантами. Заранее спасибо!
