A 'hat' here means a role. It's used when a person who performs two or more roles expresses an opinion or behaves in a certain way.

So someone who lives in a town and is also a local government councillor could say: "With my 'resident' hat on I think that this new road they're proposing to build right outside my front door is outrageous -- but with my 'local councillor' hat on, I can see that it's necessary".
