Subject: Didn't really hate gen.
-When the police finally arrested him he had been hiding from them for years. He had always escaped.

But they finally caught him red-handed.

-The people must have hated him.

-Oh, no, the people from Chicago didn’t really hate Scarface.

'Really' here means 'in reality' / 'in fact' / 'despite what has been said'. It's not used here for emphasis.

"She accused me of stealing the money, but I didn't really -- it's not true."
