Подскажите, пожалуйста, как перевести фразу was not dealing at arm’s length – не совершал сделок на рыночных условиях? А это равносильно, скажем, фразе was dealing at non-arm’s length?

Вот контекст (из канадского закона о налоге на прибыль):

“outstanding debts to specified non-residents”, of a corporation or trust at any particular time in a taxation year, means
o (a) the total of all amounts each of which is an amount outstanding at that time as or on account of a debt or other obligation to pay an amount
 (i) that was payable by the corporation or trust to a person who was, at any time in the year,
 (A) a specified non-resident shareholder of the corporation or a specified non-resident beneficiary of the trust, or

В документе Explanatory Notes Relating to the Income Tax Act нашла:
Subsection 18(5) of the Act is amended to add the definition “specified beneficiary”. This definition is based on the existing “specified shareholder” definition in subsection 248(1). It provides that a person (either alone or together with persons with whom that person does not deal at arm‟s length) who owns 25% or more of the fair market value of all interests as a beneficiary under a trust is a specified beneficiary of that trust.
For the purpose of determining whether a particular person has met the 25% threshold, that person‟s rights (and those of non-arm‟s length persons) to acquire beneficial interests are deemed to have been exercised.

Здесь в качестве синонима persons with whom that person does not deal at arm‟s length дается non-arm’s length persons – это что-то вроде «зависимое лицо», «зависимая сторона» в моем понимании.
В общем, буду рада, если кто-нибудь поможет определиться с вариантом.

встречаю периодически в положениях об антикоррупционной политике, пишу обычно в кавычках "на расстоянии вытянутой руки" и в скобках примечания переводчика. примечания можно выбрать отсюда:

Мне такой вариант более привычен.

"Незаинтересованность" мне тут активно не нравится. При отсутствии заинтересованности (в бытовом смысле) сделки обычно не совершаются. Понятно, что здесь идет речь об отсутствии конфликта интересов, но тогда, наверное, стоит открытым текстом помянуть этот конфликт?

"На рыночных условиях", мне кажется, лучше. Смысл "dealing at arm’s length" -- в том, что условия сделки для аффилированных лиц, друзей, знакомых и родственников -- те же, что и для всех остальных.

термин arm's length официально в наш НК не вводили, там все широко и описательно.

"Заинтересованность", конечно, гражданское право, не налоговое.

давно устоявшийся перевод - "на рыночных условиях" (можно "на коммерческих", но это хуже)

"на расстоянии вытянутой руки" - неудачная калька: не перевод, а беспомощное фонетическое переложение

"незаинтересованность" - конечно, не надо: заинтересованность у сторон контракта есть всегда, иначе договорного правоотношения не было бы в принципе
