Если мне не изменяет мой склероз, в международных отношениях есть вполне официозный термин "проекция силы" (означает завуалированную, не высказываемую явно, угрозу войны, блокады и всякой прочей дипломатии канонерок). В связи с этим мне представляется, что "projection of material force" вполне можно перевести как "проекция грубой силы". Но пусть те, кто знает лучше, меня поправят...
