The Rosneft company is developing retail network. или The Rosneft company develops retail network.?

developing/ develops вообще не подходит.

* слово соmpany с артиклем убрать
* перед розничной сетью - вставить артикль
* сеть - не обязательно network

depends what is meant by " развивает "
if they are making improvements to their existing network, rather than (or as well as) increasing the number of outlets, then "developing" is perfectly fine.
If they are only opening new outlets, then 'expanding' would be a better word however 'developing' is still not incorrect.
