Как в данном случае надо переводить "towns" и "cities"? Странным показалось то, что cities - 30, а towns - 10...

Видимо, надо сказать city - город с собственным муниципалитетом, town - город вообще.

Спасибо! И все-таки дела это не проясняет. Если town переводить просто как город, а city - город с местным самоуправлением, то непонятно, почему этих городов с местным самоуправлением больше, чем просто городов. Ведь было бы удивительно, если бы штатов было больше, чем округов... А, может, опечатка?

Так ведь речь идет о том, что один большой город официально оказывается в юрисдикции аж шести округов и т.д. Конечно странно, что по степени крупности сначала должны быть указаны cities, а потом towns, но кто его знает.
Надо искать точную информацию, чтобы убедиться.
