Выражение встречается в следующем контексте: "the reliability of the formal errors is much improved", в составе научной публикации по астрофизике. Впрочем, очевидно, что понятие астрофизикой не ограничено.

Чуть больше контекста: For some of the brightest stars, this has resulted in accuracy improvements by up to a factor five. Also the reliability of the formal errors is much improved, as the errors on the field-of-view transit data can be directly related to the integrated photon count of the underlying measurements.

In research, the term reliability means "repeatability" or "consistency". A measure is considered reliable if it would give us the same result over and over again (assuming that what we are measuring isn't changing!).
And these are still formal errors, формальные ошибки. That's specific in Astrophysics.
