Равноценны ли эти два предложения по смыслу?

as performed- здесь констатация факта, кмк.
to be performed- здесь сомнение, т.е. будет /не будет выполнена в зависимости от обстоятельств будущего

втором (имхо) - считается что должен быть выполнен (в будущем), если...
третий - The task is considered to have been performed if... = первому случаю
