Мой вариант: to prepare (work out, draw up) for (further) realisation (implementation)
2) Усилия Фонда направлены на решение важнейших природоохранных проблем в любом регионе, где они стоят наиболее остро
Мои варианты: а)Fund (Foundation) is committed to solving high priority nature conservation (environment conservation) problems in any region where they are extremely (especially, too) acute (vital)
б)Fund's efforts are towards solving high priority nature conservation (environment conservation) problems in any region where they are extremely (especially, too) acute (vital)

1) без контексте - prepare for implementation
2) The Foundation seeks to address the most urgent environmental issues in any region where the situation is most acute.
вторую часть можно переформулировать типа "region experiencing the most serious problems" - в общем, здесь не нужно точно цепляться за слова.

prepare to launch / roll out (prepare for launching / roll out) - eto chasto upotrebliayemyie, NE STROGIE, v context'e razlichnyh proyectov terminy.
