The Competition is open to participants of any nationality (hereinafter referred to as the “Participant(s)”), provided that:

Мой вариант: Конкурс не запрещен и не ограничен законом в стране их проживания. Если же конкурс запрещен или ограничен законом, то этот закон не должен являться частью международной государственной политики.

еще посмотрите посты toast'a, он как раз недавно писал про public policy \ public order.

-но вроде так и получается - "международный публичный порядок."
хотя я не совсем понимаю его практический смысл, т.к. сама концепция "публичного порядка" ( т.е. основ правопорядка) явно зависит от применяемой на практике (национальной) правовой системы в той или иной стране.
(кстати, см. интересный пример toast'a с international comity).
