Помогите, пожалуйста, понять, в каком смысле используется up to в следующем предложении (описание условий работы экспедиторов, principal - это здесь вроде как заказчик):

If legal proceedings or other means are resorted to in the event of overdue payment,
the amount of the indebtedness shall be increased by 10% for clerical expenses, while the legal and other costs shall be borne
