Matters повсеместно используется в ауд. заключениях и письменной информации аудитора, а также в инструкциях и руководствах IFRS Interpretations Committee, ifac, FASB и.т.д.

my personal two cents:

The Audit Commission (Auditor) shall be authorized:
- to report violations of bookkeeping and financial reporting procedures (or: practices) prescribed by laws and regulations of the Russian Federation as well as violations of laws and regulations of the Russian Federation, this Company bylaws and other Company internal regulations, which were committed by the Company in the (normal) course of its business and revealed by the Audit Commission (Auditor) during its audits//

я бы поостереглась переводить выявлять факты нарушения как to identify violations

в любом случае предпочла бы to reveal (maybe: to uncover) violations

instances of noncompliance - звучит ооченнь круто, но мне лично не по вкусу, хотя правильно (здесь недоговорить, лучше чем переговорить -- brevity is the soul of wit, they say)

Кстати, trtrtr, по вашей ссылке мне попалась хорошая фраза:

The Annual Audit Letter summarises the Audit Commission’s findings from their audit of the 2008/09 financial statements and their assessment of the Trust’s arrangements to secure value for money in the use of resources.

audit findings - тоже такой часто встречающийся термин в аудиторской сфере. Аудиторская комиссия не только сообщает о нарушениях, но в целом представляет свои выводы, мелкие замечания, существенные искажения, которые были найдены в отчётности во время аудита.

Написав audit findings, не надо выдумывать длинные громоздкие фразы на английском для перевода "выявленных в ходе проверок (ревизий)". Итак понятно, что эти результаты не с потолка берутся, а после аудиторской проверки.

не о findings они сообщают, а о нарушениях
выявил нарушение - сообщил, все
"факт нарушения" - это ж чисто канцелярский оборот, попытки перевести его дословно и дают русизмы типа "matters of failing to comply"

вот с какими значениями у меня прежде всего ассоциируется to identify

to describe, to classify, to label, устанавливать подлинность, распознавать и т. д.

П.С. это мое чисто субъективное мнение, like it or loathe it :))
