Да напишите просто City Hall, хоть это и не подразумевает торжественность. Ну да ведь и по уму и венчаться-то надо в церкви (мечети, синагоге, whatever), а не во Дворце...

One other alternative would be to say, simply, the register office. Even though R.O is closer to our ZAGS than to Dvorets brakosochetaniy.
