Вот, почитайте: 2) “balancing electricity” means electricity which, for the purposes of maintaining balance, is purchased and sold by the system operator on the basis of a balance agreement concluded with a balance provider; 3) “balance” means the balance between the amount of electricity purchased and/or supplied to the network by a market participant during a trading period and the amount of electricity sold and/or acquired from the network by the market participant during the same trading period; 4) “balance determination” means the determination of balance in a manner which enables the balance of a market participant to be prepared and the volume of open supply to be determined during each trading period and, in the event of any deviation from balance, to prepare a corresponding report; 5) “balance responsibility” means the obligation of a market participant to ensure that the amount of electricity purchased and/or supplied to the network by the market participant during a trading period corresponds to the amount of electricity sold and/or acquired from the network by the market participant during the same trading period; 6) “balance agreement” means an open supply contract entered into by the system operator and a balance provider on the basis of which the system operator undertakes to sell to or purchase from the balance provider the amount of balancing electricity necessary to maintain balance during each trading period; http://www.eti.gov.ee/en/oigusaktid/electricity_act
