Syrira, молодец. Мне потребовалось минуты полторы, чтобы понять структуру этого неаккуратно составленного предложения (это много).
Просто запятые недорасставили. when the two are incongruent должно быть либо выделено запятыми, либо не должно быть запятой перед ним.

Смысл расшифрован выше.
