Правительство ХХХ придает стратегическое значение комплексному развитию и поддержке сельскохозяйственных районов, укреплению продовольственной безопасности страны, повышению качества жизни населения и сойиально-экономическому развитию страны в целом.

The Government of ХХХ consistently attaches great importance (sets out strategic priorities) to (for) integrated development and support of the agricultural sector and rural areas, strengthening the country's food security, improving the quality of life for its population and sustainable development of socio-economic situation of the ХХХ as a whole.

Именно с security слово strenthen сочетается. Насчет food security не знаю, возможно тоже.

По-моему у вас все ладненько, за исключением мелочей (support FOR rural areas, the quality of life OF its population) и возможности внесения ВКУСОВОЙ правки.
А "food security" можно и improve, и enhance (все это встречалось)
социально-экономическому развитию страны в целом - например, overall socio-economic development of the country. Да и определенных артиклей понаставить в нужных местах.:)
