Подскажите, пож-та, как передать по-русски фразу, указанную в названии темы "whether retroactively or otherwise"
Текст такой:
It should be noted that the laws of the Russian Federation are often vague, change rapidly, are
sometimes contradictory and are therefore difficult to interpret. There can be no assurance that
the Russian legislation and regulations will not be altered, in whole or in part, or that a Russian
