C5.10.1.5.4. Under 40 U.S.C. 512(a) (reference (am)), the DoD
Components may transfer foreign excess personal property for foreign currencies or
credits, substantial benefits, or the discharge of claims resulting from the compromise
or settlement of such claims, according to applicable law, when the DUSD(L&MR)
determines that the transfer is in the interests of the United States.
