может, кто-то знает устоявшийся вариант перевода? не хочется мудрить...

Устоявшегося перевода я не знаю, но аналогичного назначения контора при Конгрессе США называется Congressional Research Service.

спасибо, я пока написала Head of the Expert Administration, может, редактор поправит. а вообще наши должности в основном дословно переводятся, по-моему...
