Добрый день всем!
Помогите, пожалуйста, перевести на русский attend their duties to install.

Контекст:
It is a precondition for the start of work by our employees that the safety regulations according to the European Construction Site Directive 92/57 are fulfilled.
If these regulations are not fulfilled, and if safety deficiencies exist, our employees will only attend their duties to install, supervise or take into operation to the extent thet three will be no danger for our employees.

..... если эти инструкции не выполнены, и если существует опасность?, то наши сотрудники ???

и еще не пойму никак to the extent thet three -это что?

при условии наличия недоработок/ненадлежащего выполнения правил ТБ, работники вообще не должны принимать участие в работах (дословно: будут только находиться на местах монтажа, надзора за монтажом) или должны приступать к работам, если их безопасности ничто не угрожает.
