Выражение встречается в следующем контексте:. Согласно этому графику узлы и агрегаты, подлежащие ремонту, передаются подрядчику, осуществляющему данный вид ремонта, где происходит дефектовка и составление дефектной ведомости на ремонт узла или агрегата.

IMHO: which (maintenance contrator) identifies defects and issues a punch list related to an assembly or unit to be repaired.
