Outright grant -- это когда грант дается грантодателем в соответствии с его внутренними процедурами. Matching grant -- это когда грантодатель говорит потенциальному получателю: найдете кого-то, кто профинансирует первую половину заявки -- мы без дополнительных вопросов профинансируем вторую.

Насчет того, как перевести... Я бы написал "outright" -- "основной", а "matching" -- "дополнительный".
