Subject: Zelenogradsky otdel ZAGS Upravleniya ZAGS Moskvy gen.
Dear forum,

How is this translated to English? (see a screenshot on http://www.simpledutch.nl/Vertaling/Zags/)
Is it "Civil registry, division Zelenograd of the directorate of the Civil registry of Moscow"? It seems strange to me.. Or is "Upravleniya" not linked with the previous and is it a plural?

Zelenograd Civil Registry Office, Moscow Civil Registry Department (Moscow Dept is a dominant organization, Zelenograd Office is a subordinate organization)

It is not plural. This ending (UpravleniYA) stands for a link between to structural units... like "OF" or "UNDER" (office under dept). The first one [office] is controlled by the second one [dept]

Registry Office (ZAGS) is located in Zelenograd
This Registry Office reports to ( is administered by) Moscow RAGS Directorate/Department/Office (Upravlenya)

Upravlenya ZAGS Moskvy is given in the genetive case
Zelenograd otdel Zags OF Uprlavlenie ZAGS Moskvy
