Исх. - Продавец заверяет, что на Дату перехода прав он не давал согласия на совершение Залогодателем запрещенных законодательством Российской Федерации сделок или иных действий с Предметом ипотеки.

Мой вариант - The Seller represents to the Buyer that as of the Date of Transfer of Rights it has not consented to Mortgagor performing any transactions or other actions involving the Mortgaged Property which are inconsistent with Russian law.

имхо The Seller attests that as of the date of the rights transfer, it did not give the Mortgagor its consent to perform any transactions or other actions regarding the Mortgaged Property to be prohibited by the RF Law.
