обычно set off AGAINST, with - смущает. И причем тут credit balance (if any) to the P&L account - кредитовый остаток? или относятся в кредит счета прибылей и убытков?

2) если выплаты производятся за счет/из фондов... если источником выплат являются фонды, формируемые из (чистой) прибыли
кас. "любого кредитового остатка в отчете о прибылях и убытках" - по счету прибылей убытков (по данным баланса компании) - имеется в виду балансовый счет "Прибыли и убытки", а не отчет о прибылях и убытках
3) убытки прошлых лет покрываются/погашаются за счет..

по кредиту счета "Прибыли и убытки" отражаются прибылЯ, поэтому у Вас здесь и говорят о кредитовом остатке
