Зачем усложнять? Если Вас интересует, что означает x и что означает n (по отдельности), то do. Если все выражение "x and n", то does.

Proctor and Gamble - IT , used in the singular (name of a company)
checkers IS a game. It is nice to play - used in the singular. (name of a game)
Chutes and Ladders - is a game,( singular) (name of a game
Marks & Spencer - is a shop (singular) etc.

Great example. Maybe we should translate this "Windows is starting up..." as : "Окна начинаЕТ вверх"-)))) Why not? How can it be, WINDOWS is in the plural whereas TO BE is in the singular? Oh.Oh...The hammer and sickle WAS the emblem .....
.I think it's high time you started revising basic grammar rules.
