Вопросы:

person, of whom he is the intestate heir, - лицо, которому он наследник, не оставившего завещания?
without prejudice to - тут имеется ввиду ущерб?

Если человек преступно заставил родича оставить ему наследство, то его лишают наследства без компенсации расходов на преступные махинации.
