Как раз наоборот, уличные громкоговорители — это которые вещают музыку на улицу, а не уличный шум в помещение. Можно перевести «динамики для воспроизведения внешних шумов в помещении».

В тексте сказано, что можно провести внешний звук разными способами, но большего контроля можно добиться, если выводить звук через динамики. То есть чтобы «комната управления» не представляла собой склеп, нужен регулируемый внешний звук со стадиона.

Эти динамики назвали "атмосферными" из-за того, что их назначение - чтобы персонал "чувствовал атмосферу толпы" (to be aware of the “atmosphere” of the crowd).

Просто надо было “atmosphere” в кавычки поставить, как и в первом случае.
