In submitting a proposal, the Company shall establish that it has or will satisfy the requirements contained herein, and UEFA will evaluate the Proposal based on the extent to which it reveals that such conditions and requirements have been or will be satisfied.

я понимаю это так:

UEFA будет производить оценку предложений на основе данных по (потенциальному) выполнению Компанией заявленных требований, которые UEFA удасться раздобыть.

То есть насколько UEFA будет уверена в том, что компания выполнит все требования, настолько высокой будет оценка предложения.
