Доброго времени суток!
Помогите разобраться с порядком слов.
- Если Подрядчик является иностранной компанией он должен в срок до выставления первого счета на оплату предоставить Заказчику документальное подтверждение того, что его компания имеет постоянное местонахождение в государстве, с которым Российская Федерация имеет международный договор (соглашение) об избежание двойного налогообложения, которое должно быть заверено компетентным органом соответствующего иностранного государства и составлено на английском и русском языках. В противном случае с дохода Подрядчика будет удержан налог на доход по ставке 20%.
Мой вариант - If the Contractor is a foreign company, the Contractor shall in time before the first billing of the invoice provide for the Customer the documentary evidence that his company has a permanent location in the state with which the Russian Federation has an International Contract (agreement) on the avoidance of double taxation, which should be approved of the competent authority of the foreign state and is executed in English and Russian languages. Otherwise, the Contractor shall be withheld income tax at the rate of 20%.
Если мой вариант некорректый, напишите пожалуйста верный вариант.эТо поможет избежать ошибок при переводе этого контракта.

И вопрос: shall употребляется в настоящем времени "должен", а в будущем "должен будет" - тоже shall?
