- elucidate вместе с жутко построенными фразами звучит как монолог капитана Лебядкина. Предлагаю расширить: to furnish eventuality of elucidation :-)
- to be effective - просто грубо. [pleasantries] set up/delegate/appoint/etc a working group [in order] to expedite...
- get rid of "of" as much as possible: technical proposal development... etc

1 - старайтесь избегать повелительного наклонения при общении,
2 - "your specialists" - каждому приятно слышать, когда говорят о "его" нежели о "не его". Да и "одушевление" действует положительно на человека
