' Every maker of playing cards in Great Britain shall send to the Commissioners for the Stamp Duties on vellum, parchment and paper, in order to have as many several aces marked or impressed thereon as such maker shall desire....' also to send 'jews or wrappers for inclosing cards in order that the same may be stamped and delivered again....' and that the Commissioners shall and may denote one of the sixpenny duties charged on playing cards in Great Britain on such 'jew or wrapper.'
