Мне кажется тут речь идет о строго целевом использовании, то есть посторонние не должны иметь доступа к данным с возможностью их редактирования....

я прочитал это так:
Calculation Agent or any Relevant Person shall have responsibility to any person for ... any use to which any person may put the Index or the Index Levels.
т.е. что-то типа "Calculation Agent отвечает за качество [данных в] этих Index and Index Levels - вне зависимости от (использования/применения) оных."

мне больше приглянулось "применение", но вполне допускаю и "использование" (не спец в области)
