costie, шоб было неobscure, нужно давать шире контекст (кто/что they и т.д.)
detain может быть еще в значении "держать" (зрителя/читателя), but that doesn't seem 2b the case)

Actually, choice A is not correct.
The verb need can be used as an ordinary conjugated verb; in that case, it is followed by an infinitive with to. With that form, the correct sentence is:
- I don't think he needs to buy a new watch.
Choice B is also correct:
- I don't think he need buy a new watch.
In this sentence, the verb need is a modal auxiliary verb. As a modal auxiliary verb, its form does not change with subject, it does not have a tense, and it is followed by a "bare" infinitive, i.e. the infinitive form without to. This form is used much less often than the other, at least in my experience.
