Subject: claim valued at the lower amount sums shall be set off against each other and only the balance of the account shall be payable (by the party having the claim valued at the lower amount pursuant to the foregoing).

по смыслу так, видимо: претензии взаимозачитываются, и возмещению подлежит только разница между суммами (платит тот, чья претензия оценена в меньшие бабки) |
