Да, похоже, что это одно и то же, только на разных языках. 'Rappel' is the French for 'rebate.' Откуда текст-то? Из ЕС?

Interestingly, to the extent that I know French, "rappel" does NOT mean rebate or discount. The general meaning of rappel is "a reminder".
In one context I saw it used once though, it meant " doplata" ili "donachisleniye" - t.e. tipa tebe zaplatili za rabotu, a cherez nedeliu, skazhem, (in the UN, for instance, the Secretary General decided that) the rates of per diem (daily subsistence allowance)or smth of that sort, must be increased - so you get a RAPPEL - doplata za uzhe vypolnennuyu i oplachennuyu rabotu.

I wasn't in fact arguing. It was just my guess it might mean the same thing, from what I'd gathered searching. Hence the link.
As concerns any EU speak, I just don't know. Just never happened to be near. Perhaps it is as occasional.
I admit it crossed my mind that 'rappel' might mean a sort of refund, sort of post-factum premium for extra quantity orderded, at the end of the period of account. Yes, sort of 'donachislenie'. But then it should be the 'refund of a rebate,' right? The problem with 'donachislenie' is that the money is paid BACK, not FORTH like in the case of perdiems. I'd suggest ВОЗВРАТ В ПОРЯДКЕ СКИДКИ (или В РАЗМЕРЕ СКИДКИ). What do you say?
