непонятная конструкция

помогите, пожалуйста перевести. Не совсем понятно, зачем инфинитив со словом strike и смысл всего предложения в целом.

Это можно считать одной из самых больших снежных бурь (снегопадов, метелей, и т.п.), которые случались в данном регионе до Дня Благодарения за последние двадцать лет.
Вот только без контекста не понятно, буран уже был, или это еще прогноз на будущее.
А инфинитив за тем, что это инфинитивная конструкция такая:)

The context is that this is current news. I've been hearing about it in the US media for the past two days.

Since the snowstorm was continuing at the time this was written it was not yet clear what the total snowfall will be (compared to that of the past 20 years), hence the reservation "...could go down as..."

Зачем инфинитив? Просто такая конструкция. Полезно выучить.
