Я тоже также первела до того, как мне встретилась такая фраза: We still expect the market to decline due to the excise duty increase in January, but we now expect a high single-digit decline, compared to previous expectations of high single-digit decline.

i think it's a typo: should have been a "..but we now expect a LOW single-digit decline, ....".
Here, it was declining 5% then it grew 2%, making the net decline less than 5% (i.e. "low single-digit"):

The Russian market declined by an estimated 5% for the nine months. Market conditions improved during the summer as consumer dynamics became more positive and as favorable weather impacted positively. In Q3, the market grew by an estimated 2%. We adjust our expectations for the Russian market development in 2010. We still expect the market to decline due to the excise duty increase in January, but we now expect a high single-digit decline, compared to previous expectations of high single-digit decline. The revised expectations are mainly due to the warm weather during the summer.
