Есть ли смысл во втором предложении?

Коллеги! Просьба -- посмотрите абзац и скажите, всё ли на месте во втором предложении. Под "tool"ом подразумевается ударная дрель. "Если не должна использоваться, а используется..." Спасибо за помощь.

4. Storage-
Store the tool in a dry average room temperature environment. If the tool shall not to be used for a period of time and it is used, the residual moisture inside the tool can cause rust. Before storing, oil the tool at the air inlet with spindle oil and run it for a short period.

I think what the author is getting at is: rust may form on the tool if it is not properly prepared for storage, then he/she goes on to describe how to prepare the tool for storage.
