Subjuntive в Reported speech

Вопрос - правилен ли третий вариант, какая разница между вторым и третьим. И почему все носители языка (с которыми я говорил) настаивают только на втором варианте.

Third one is too cumbrous. No foreigner would ever use it in everyday speech. The meaning is getting across with the second one.

Maybe he/she insists on it being reported speech and not a fact.

1 is more like a statement of fact, coming from someone else.
2 is reported speech, fact according to speaker.
3 is cumbersome, though...

He said it was time he had gone home - очень странно
пример: Having done my job in starting the club, I decided that it was time I faded out and left the work to younger members. — Я сделал своё дело, основав клуб, и после этого я решил, что мне пора уйти на покой и оставить дело более молодым.
