Грамотно ли составлена фраза вообще?

По-моему happen не очень здесь оправдан. Если бы ещё речь шла об определённом временном промежутке...

Здесь лучше употребить used to live (to travel) - имел обыкновение жить (путешествовать).

"has happened" isn't appropriate here because it's not the main verb in this sentence. The main verb is "to live".
Consider:
"This high rise building has captured the special attention of everyone who happens to live in or has traveled to Moscow."
or
""This high rise building has captured the special attention of everyone who lives in or has traveled to Moscow."

"who happened" is wrong because this is still happening (pesent) and will happen in future. It is NOT a thing of the past.

если аскер имеет в виду "имел обыкновение жить", то временная форма "has captured" увы никак не катит
