скорее tax т.к. fee относится к плате отдельным лицам нежели государственным органам. сравните определения из Вебстера

Pension fund to levy a higher tax on mobile communications

please consider:

raising the pension fund (social security) surcharge on mobile telephony services.

to be honest, i've heard of fuel surcharges that go towards road maintenance in the west (cali, for example), but of pension fund surchages on mobile services? i have to say i haven't.

however, there r proposals currently reviewed on the hill about imposing a special atm surcharge that would help tackle the impending social security insolvency in the us.
