My textbook "Scott Foresman - Addison Wesley Middle School Math" says that "and" is used between whole and fractional parts of a number, but NOT in the middle of a whole part.
"Four million, two hundred seven thousand, five hundred.
Three million, three hundred sixty-six thousand. "

2Milanya: Two qualifications: (1) "Scott Foresman - Addison Wesley Middle School Math" is no ultimate authority; but then (2) most Yanks (except in New England, esp. Boston) and some Canadians drop "and" between "hundred" and -ties. Brits and South Africans don't normally.
