Судя по тексту и по тому, как классифицирует расхода ПБУ 10/99, я бы перевела как " прочие операционные расходы".

"комиссия, уплаченная компании, имеющей все признаки подставной компании"
входит в прочие операционные расходы?

там еще перед этим отрывком есть, что при возникновении таких unusual commercial expenses договор будет расторгнут
