Существующие конструкции компетенции далеко не совершенны с юридической точ-ки зрения, что затрудняет ее реализацию. В статье дается определение понятия «ком-петенция субъектов муниципальной вла-сти», проводится анализ ее структурных элементов, оценивается качество норма-тивно-правовых актов, посвященных пол-номочиям органов местного самоуправле-ния, определяются пути дальнейшего со-вершенствования законодательства в этой сфере. Адресована всем, кому интересна проблема компетенции органов публичной власти.

The article de-fines the notion of competence of municipal authorities and officials, offers an analysis of its structural elements, evaluates the quality of the laws and regulations governing the powers of local authorities, and defines the strategies of further improvement of the relevant legisla-tion. The article addresses anyone who is in-terested in the issue of public authorities’ competence.

Ну если "сознательно" оставили...

Это, конечно, ваше дело, но лично я не вижу накакого глубокого смысла писать authorities and officials вместо authorities и structural elements вместо structure... Что такое competence framework? Не есть ли это legal framework (выражение, понятное для иностранца) для компетенции?

legal framework звучит круче, но хозяину текста это не иностранцам показывать, а скорее в архив сдавать, и нек-рая дословность думаю будет уместна. Причём я думаю, это действ. не одно и то же. что касается субъектов, он объяснил что в его авторском значении это как лица так и органы, и некоторую избыточность я оставил в жертву стилю.

сомневаюсь, чтобы компетенция здесь означала competence
скорее remit или что-то рядом
