Не могу понять выражение, контекст такой:
The Conference Committee shall not be liable for loss, damage or delay resulting from acts of war, civil commotion, strikes or lockouts intervention or regulation, ... ну и так далее, все как обычно.

подразумевается (правительственное) intervention in situations of strikes and lockouts и принятие соответствующих regulations
